The SC Commission on Higher Education is seeking a Legislative and External Affairs Manager to join our strategy and engagement team. Contribute to the agency’s mission and promote access, affordability, and quality in South Carolina’s higher education system




Responsibilities of the Legislative and External Affairs Manager:


  • You will establish and maintain positive and productive relationships with the executive and legislative branches of government, governmental agencies, postsecondary institutions, and community organizations as needed.

  • You will be the principal advisor to the Director of Strategic Initiatives and Engagement (Director), senior staff, and the CHE President and Executive Director regarding state legislative and regulatory issues and priorities.

  • You will draft regulatory and legislative policy recommendations, with guidance from the Director and the CHE President and Executive Director.

  • You will coordinate agency representation and testimony before the General Assembly and various agencies, commissions, committees, and public meetings.

  • You will serve as the chief monitor of legislative and regulatory changes and developments and the chief developer of the agency’s written annual policy agenda. Provide weekly updates, draft policy statements and work with other institutional governmental relations staff as needed.

  • You will oversee the agency’s workforce development efforts and special projects while collaborating with other leading professionals in the field.

  • You will identify strategies to integrate workforce development into the agency’s strategic plan, ASCEND 60x30. You will also coordinate planning, development, and implementation of designated Ascend 60x30 projects and goals, under limited supervision and at the direction of the Director.

  • You will work with communications staff and the CHE Deputy Director to ensure agency responses to requests for information or assistance from governmental agencies, legislative or executive branches, including constituent assistance and fiscal impact statements.






Minimum Qualifications for Legislative and External Affairs Manager

A bachelor’s degree in a relevant discipline and at least 10 years’ experience. A master’s degree or higher in a relevant field from an accredited U.S. institution (or foreign equivalent) may substitute for five years’ experience. At least five years of experience in governmental relations, legislative affairs, and/or community relations and at least three years’ experience leading, supervising, or managing staff




Knowledge and Skills Needed:



  • Knowledge of higher education and state or federal education systems, agencies, programs and issues.

  • Ability to conduct complex analyses, draw appropriate conclusions, and develop appropriate action plans with metrics and milestones, in a time sensitive manner.

  • Ability to collaborate, negotiate, and mediate divergent viewpoints, as well as communicate effectively through written and oral presentations.

  • Ability to establish and maintain effective working relationships, while working collaboratively with co-workers, diverse higher education communities, and other external stakeholders.

  • Ability to be discrete and hold matters in confidence.

  • Ability to represent the agency with professionalism and discretion.

  • Ability to demonstrate measurable progress and meet specified outcomes in a time-sensitive environment.
