Supervises permit technicians in all aspects of construction work relating to encroachment permits, to include field inspections and working with permitees, engineering and developers to finalize projects. Serves as Richland Maintenance's lead permit technician and liaison to the District Permit Engineer to coordinate investigating, processing, and inspecting large commercial encroachment permits. Serves as Senior Permit Technician offering technical support to less experienced technicians on permitting policies and procedures. Supervises, reviews, inspects and recommends for approval moderate to complex level encroachment permits for water, sewer, communications, gas, and all other public encroachment. Verifies applications for accuracy and compliance with specifications. Reviews permit technician's work for quality control as it pertains to technical guidelines, construction and industry specifications. Enters all permits received into the EPPS (Encroachment Permit Processing System) for tracking and forwarding to appropriate personnel for processing and approval. Returns all pertinent correspondence t applicants, maintains pending and completed records for the office files. Assists in emergency and inclement weather operations, may include being available for extended working hours or 12-hour shifts

A bachelor’s degree in Engineering, Engineering Technology, or Construction Science and Management; or an approved acceptable equivalence in accordance with State Human Resources Regulations. A valid motor vehicle operator's license is required.
