Distinguishing Features of the Class

Provides technical assistance and support to the City Clerk; performs directly related work as required.

The City of Des Moines' Residency Requirement is in effect for this position. Applicant must be a resident of the City of Des Moines within seven (7) months of appointment date and maintain residency within the City of Des Moines while employed in this position.

Acceptable Experience and Training

  • Graduation from an accredited college or university with a Bachelor’s Degree in Public or Business Administration or a related field; and

  • Considerable related office administration experience; or

  • Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

Required Special Qualifications

  • Candidates for positions in this class must pass a post-employment offer physical examination and drug screen;

  • Certified Municipal Clerk (CMC) accreditation completed within (5) years of appointment

Examples of Essential Work (Illustrative Only)

  • Provides technical assistance and support to the City Clerk and acts in his/her absence;

  • Coordinates with all City Departments in preparation of weekly Council meeting agendas;

  • Attends all council meetings and provides support in taking minutes and recording votes;

  • Prepares agenda and summary minutes documents;

  • Prepares and monitors Department budgets and prepares requisitions and purchase orders;

  • Prepares and tracks ordinance items for Council agenda;

  • Maintains City Council Minutes Index and retrieves microfilm documents;

  • Maintains Clerk and Mayor web sites;

  • Submits biweekly payroll;

  • Supervises Parking Ticket and Animal License personnel, and provides direction to City Clerk office staff;

  • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions;

  • Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;

  • Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas;

  • Responds to citizens’ questions and comments in a courteous and timely manner;

  • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;

  • Performs other directly related duties consistent with the role and function of the classification.
