This employment opportunity is being completed under the Direct Hiring Authority.



This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.



About the Position: This is an Army Garrison, Directorate of Public Works, Master Planning Division.


Responsibilities


  • Executes Geographic Information System (GIS) software data analysis, data creation and editing and map creation in support of Army real property physical inventory inspections.

  • Performs technical accomplishment and documentation of GIS tasks including data manipulation, and management of multiple data sources and formats in support of validation of existing infrastructure assets.

  • Provides detailed analysis and evaluations of existing GIS data against CADD files and historic records to identify and correct real property records.

  • Create database linkages and data aggregation across GIS platforms to include collecting and processing GPS data collections, linking to web map services, updating attributes and evaluating records for accuracy and physical existence.

  • Communicate verbally and in writing GIS data workflows and troubleshooting guides for team members accessing GIS data records in support of real property physical inventory inspections.

    In order to qualify, you must meet the education and experience requirements described below.     Educational Requirement:



    A. Degree: Bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.



    OR



    B. Combination of Education and Experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education.



    In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:



    Specialized Experience: One year of specialized experience which includes extensive experience utilizing Geographic Information System (GIS) software and database applications; working with a wide range of GIS data products and has the ability to perform evaluation and review of data elements; working in a team atmosphere and analyzing the needs and requirements of multiple, competing ideas and projects; coordinating with stakeholders at different levels including higher authorities with ability to perform tasks under administrative direction and complete assignments that include reviewing and evaluating work tasks. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-7).



    Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-07).
